Kernel32.dll and Use.exe

Follow-Up:
I've been getting errors at random on my comp. Kernel32 decides it wants to conflict with some unknown program and then I have to manually shut down. Once in a while it'll error and actually tell me what one it is, and it's user.exe. Any idea on how to fix this besides reinstalling windows? And I forget, if I do that, will anything I've installed on C: be affected?
