It depends on who your target audience is. If you just want to say stuff to the internet at large, Netscape does offer a high degree of compatibility and html support (but many versions also offer a high degree of bugs and limitations).
If you want to deploy world-class sites that integrate with the company's internal network security systems and can provide centralized application support for business processing, Microsoft Internet Explorer is the best choice.
